0. Project description & target group

For the “Modellfläche TXL” project, we are looking for experienced and committed operators to design and operate an open-air area on the site of the former Tegel Airport. In the long term, the existing open space will be expanded to include an indoor area on the site. The aim is to create an economically viable operating model for an interdisciplinary center for club culture that integrates a variety of cultural uses for the outdoor and indoor areas and involves actors in urban practice.

The selected operators receive:

  • A rental contract until 31.05.2028 (with the possibility of extension)
  • Financial support from the Senate Department for Culture and Social Cohesion for the commissioning of the space and the staging of admission-free cultural events in 2025
  • Advice and support from the Clubcommission (CC) and the Berlin Project Fund for Urban Practice (BPUP)

From 2026, the collective will continue to operate independently and be economically self-sustaining.

Target group of the tender

Organizations with a legal form registered in Berlin (e.g. association, UG, GmbH) that meet the following requirements are eligible to apply:

  • Experience in the areas of event organization, club operations, gastronomy or related trades
  • Willingness to work with various cooperation partners
  • Commitment to inclusivity, awareness and diversity as well as a willingness to undergo further training in these areas

1. Important criteria for the application

    • Experience in running a Berlin club, festival, venue or similar cultural space

    • Special expertise in designing diverse and inclusive programs

    • Established team with clear responsibilities in the areas:

  3. EXPERIENCE IN EVENT MANAGEMENT
    • Proven experience in:
      • Planning and implementation of events
      • Operation of cultural spaces
      • Teammanagement
      • Development of inclusive programs for various target groups
  4. ACCOUNTING AND BUSINESS ADMINISTRATION
    • Basic knowledge of accounting, tax law, human resources and business administration

    • Ability to prepare income and expense statements and break-even analyses

  5. INCLUSION AND AWARENESS
    • Implementation of barrier-free concepts and measures against discrimination

    • Establishment of awareness teams and training to prevent discrimination

    • Promotion of barrier reduction, including overcoming spatial and communicative barriers and accessibility of cultural formats

  6. NEIGHBOURHOOD & COMMUNITY OUTREACH
    • Actively involving the local neighborhood and contributing to the overall development of the site

    • Development of a well thought-out access concept, in particular taking into account local facilities (e.g. Tegel arrival and emergency accommodation facility)

    • Clear focus on inclusion and barrier reduction

2. Project overview & general conditions

  • The development of the TXL model area is funded by the Senate Department for Culture and Social Cohesion (SenKultGZ).
  • Clubcommission e.V. takes on a coordinating role and ensures access to the space in cooperation with the future operator collective. It also supports the application for cultural funding from the SenKGZ and offers consulting services on request in cooperation with the office of the Berlin Project Fund for Urban Practice (BPUP) of the Foundation for Further Cultural Education and Cultural Consulting (SKWK).
  • Contractual agreements such as rental contracts or a grant as project funding are regulated or concluded with our partners (Kulturraum Berlin gGmbH, SenKultGZ).
  • The aim is to develop an interdisciplinary center for club culture with uses of all cultural sectors and actors of urban practice.
  • The available space includes an outdoor area approved and already prepared for cultural events (see exposé for details). Between fall 2023 and fall 2024, the space was set up and used by the “Turbulence” collective. A new operator collective is now being sought for the future development and use of the space. The experience and knowledge of the previous collective will be passed on to the new operators.
  • In the long term, the existing open space will be extended by a large, approved indoor area on the site: approx. 450m2 of event space and an additional approx. 250m2 of ancillary space (lounge, checkroom, scullery, etc.). The infrastructure and equipment will remain part of the cultural venue in the long term. The operator:inside collective is obliged to include the interior space in its utilization concept.
  • The exact conditions (operating and ancillary costs) will be announced in the course of the project development (expected summer 2025). The collective is obliged to include the interior space in its utilization concept.
  • The aim is to develop a holistic, economically viable and functioning operating concept for the combined use of indoor and outdoor areas by the end of 2025 for the following years.

3. Important milestones for the future collective & requirements for 2025

1. Jury process & kick-off:

  • Final jury decision: beginning of June 2025
  • Festive start to the season: June 2025
  • Handover of space: June 2025

2. Opening

  • Opening date: July 2025
  • Before the opening: design of the entrance area, weather protection, etc.

3. Annual planning 2025

  • Application to SenKultGZ (support by CC): July 2025
  • At least 2-4 events per month with a focus on a diverse and inclusive program as well as on Berlin artists and cultural practitioners with a focus on Berlin.
  • The opening hours for the previously approved outdoor area are currently until 11 pm (program until 10 pm).

4. Authorizations

  • The operators must obtain the necessary permits (e.g. liquor license) for events, catering operations and particularly loud “disruptive events”. They are supported in this by the CC and can build on the experience and agreements of previous years.

5. Advice and support in 2025:

  • Support from the CC and the BPUP in all necessary areas, especially with regard to the development of the operational concept as well as diversity, inclusion and barrier reduction

6. Development of the economically viable operating concept for 2026ff:

  • Long-term establishment of the interdisciplinary center for club culture with uses of all cultural sectors and actors of urban practice, expansion of the network and cooperation
  • Activation of the interior space planned for fall/winter 25/26

4. Monitoring, funding and support (until 31.12.2025)

The Senate Department for Culture and Social Cohesion (SenKultGZ) is providing shortfall funding of €100,000 net for the reactivation of the outdoor area in the 2025 season.

  1. STARTUP FUNDING:
    • This funding is intended to enable the planning and implementation of the 2025 season and the development of a sustainable long-term operating concept. The prerequisite for the grant is a project application from the operator collective to SenKultGZ. Clubcommission e.V. will support the application with its many years of expertise. The exact structure of the funding application is at the discretion of the selected operator.
  2. RENTAL COSTS:
    • Covering the rental and operating costs for the year 2025 can be applied for as part of the funding.
  3. INFRASTRUCTURE AND EQUIPMENT:
    • Funding can also include the purchase of technical equipment and necessary equipment (see inventory list). These remain on site after the project is completed and thus contribute to the long-term sustainability of the cultural space.
  4. Barrier Reduction and Inclusion
    • Measures (e.g. advice from the Initiative Barrierefrei Feiern) to remove barriers and create an inclusive and accessible space can also be applied for as part of the funding. The program should be open to all people (black people and people of color, people of all nationalities, religions and worldviews, sexual orientations and gender identities, people with migration experiences, people with disabilities, regardless of social background)
  5. ACCESSIBLE, ADMISSION FREE EVENTS
    • Part of the funding is to hold a limited number of events in 2025 to trial new accessible formats.

    • CVs of the key persons (max. four people) with a focus on relevant experience (degrees are less relevant).

4. SELECTION PROCESS

  • A jury of project partners and external club culture experts will evaluate the applications.
  • The jury meeting for the final selection will take place at the beginning of June (exact date tba soon), please keep week 23 & week 24 free. The final decision will be made afterwards.
  • The decision will be announced by the beginning of June 2025.

6. Summary
